On June 7, the Ministry of Ecology and Environment issued the “Strengthening Supervision Program for the Key Areas of the Blue Sky Battle in 2018-2019” and launched the enhanced supervision on June 11. The supervision will continue from now until April 28, 2019, and will mainly focus on the key regions of Beijing, Tianjin, Hebei, the surrounding areas, the Yangtze River Delta, and the Changbai Plain.

In terms of specific implementation, the Ministry of Ecology and Environment will generally arrange about 200 inspection teams for the “2+26” cities, and arrange about 90 inspection teams for 11 cities in the Chongqing Plain, with each inspection team consisting of 3 persons. Mainly from the local environmental protection system and the Ministry of Ecology and Environment affiliated units.

As for the inspection results, only 1,544 companies were on-site inspections on the first day of the inspection, of which 193 had environmental problems and the problem companies accounted for 12.5% ​​of the on-site inspections. Among them, the problem companies are mainly concentrated in the atmospheric pollution, in which the "scattered and polluted" gas-related enterprises are not in place for rectification, they have not obtained the atmospheric pollution permit, and they have not installed or operated air pollution control equipment. It is worth mentioning that only on the first day of environmental supervision, the number of enterprises overseen by enterprises is more than 1,000, showing that the overall supervision of this year will have room.

Faced with the increasingly severe form of policies related to the prevention and control of solid waste pollution, the market for recyclable plastics has been strengthened in the rectification of “scattered pollution”, and at the same time, the reopening of unqualified enterprises in remote rural areas has been strengthened. At present, the recycled plastics market is in the traditional off-season in June. Downstream pipe plant orders have been significantly reduced, mainly affecting the volume of recycled PE low pressure, high pressure black products. The new injection orders from the downstream injection molding plant are limited, and the payment cycle has been extended recently. Relevant plastic injections such as recycled PE and recycled PP have slowed down.

However, in spite of the demand in the off-season, recycled plastics have continued to fluctuate due to less goods. According to the data released by China UnionPay, June 13, 2018, the rate of increase in recycled PP white transparent broken materials and particles was 12.50% and 18.25% respectively over the same period of last year. In addition to the 15%-20% increase in new materials, the main reason is that the supply of large areas has been reduced after this year's policy has become more severe. In addition, from the crushing, the increase in the particle point of view, the increase in the cost of granule companies this year is related to the relevant companies profitable space is acceptable. Although the profit space is widening, the output of enterprises this year has shrunk by more than half from previous years. Therefore, the total profit is not optimistic, and the company's operational momentum is obviously insufficient.
